The seeds are NOT available at the start of the event. They unlock during the second week of Winter Frost.
Talk to Blanc
Navigate to the event area and find the NPC named Blanc (the white cat). Accept his special gardening quest.
Unlock the Shop
Complete the tutorial quest to plant your first poppy. This will permanently unlock Highland Poppy seeds in Blanc's event shop.
🎨 Colors & Crossbreeding
Highland Poppies come in 3 base colors and 2 hybrid colors. Use crossbreeding to obtain the rare 2-star variants.

Flowers must be watered daily to crossbreed. If you skip a day, the timer resets.
🌈 Use Rainbow Powder
Unlock Gardening Level 6 to get "Rainbow Breeding Powder". Using this guarantees a successful hybrid mutation!
